Position Purpose:  Serves as Assistant State Librarian, working with the State Librarian in executive, administrative, and management processes; provides administrative and technical direction to Access Services, including the Braille and Talking Book team, the Circulation/ILL team, and the Technical Services team; develops and presents professional development programs; works with diverse groups of people including library staff, trustees, and local governmental officials; encourages cooperative library practices; participates in the development and interpretation of statewide policy; oversees program budget; develops and maintains affiliations with state, regional, and national groups and organizations for the promotion of libraries; and supervises a team of library professionals.

In addition, this position works with and becomes active in diverse groups and organizations working in the field of blindness; serves as the liaison between educators, visually impaired students, and alternative format textbook production programs ensuring that K-12 students receive needed educational materials in the correct format; and serves as an Ex-Officio Trustee to the American Printing House for the Blind and as a member of the SD School for the Blind and Visually Impaired Advisory Council.
 
Knowledge, Skills, and Abilities:
 
Knowledge of:
  • computer applications for libraries;
  • principles and practices of modern librarianship and information systems;
  • national standards and federal regulations regarding library services and grants process;
  • grant program development and administration;
  • principles of adult learning;
  • library services for the blind and visually impaired, especially the programs of the NLS.
Ability to:
  • interpret and apply statutes and regulations regarding library services;
  • promote team environment;
  • manage time and complex library operations;
  • plan, develop, and implement programs;
  • communicate clearly, both orally and in writing;
  • make presentations;
  • work with library patrons, library staff, librarians from other libraries, educators, alternative format textbook production programs, prison administration, and inmates;
  • work independently or as part of a team.
 
Comments: This position is exempt from the career service system. Applicants must have experience in library consulting, presenting workshops, working with diverse groups of people, building teams, and working with large as well as small public libraries. An MLS (or equivalent) is desired. Year-round travel, both in-state and out-of-state, will be required. Some lifting and moving of boxes weighing up to 50 pounds may be required. Some duties will require work outside of normal hours of operation.
