How to register as a bidder with the State of South Dakota

The South Dakota Office of Procurement Management uses an electronic bidder registration and solicitation/response system to solicit formal sealed bids and proposals, and informal quotes for goods and some services being procured by state agencies.

Although registration is not required, there are benefits to being a registered bidder.  Registered bidders can submit bids to the State of South Dakota through our electronic solicitation/response system from Mercury Commerce Solutions.  Registration is required to respond to Requests for Proposals for Information Technology Services.

 

South Dakota Board of Regents Solicitations

Institutions under the control of the South Dakota Board of Regents request quotes for certain items through their Sourcing Manager system.  Vendors may register to participate in those solicitations by clicking here.  There is no registration fee for the Board of Regents Sourcing Manager system.

Vendors should be aware however that any purchase of supplies required by law to be advertised for sealed bids or proposals will be conducted through the Office of Procurement Management's e-sourcing solution.

bullet Provide all the required information, including NIGP (National Institute of Government Purchasing) commodity categories and any Business Diversity Classification information.
 
bulletIf you do not select any commodity categories, you will not receive any notifications of bidding opportunities;
 
bulletThe Office of Procurement Management is not responsible for a bidder's failure to select commodity categories;
 
bulletPlease contact us if you need assistance in selecting commodity categories.

Will I receive a notification after I register?

bullet Mercury Commerce will e-mail or fax you your login credentials, using the e-mail address or fax number you provided during registration.

Are there registration fees?

bullet A $50 annual registration fee is required and must be received by the Office of Procurement Management before you are activated as a registered bidder.
 

How do I pay the annual registration fee?

bulletCredit Card:
 
bulletPay through the Mercury Commerce system after receiving your login credentials.  You must login and select a bid opportunity in the system before the payment option will be available to you.
 
bulletProvide your credit card information to the Office of Procurement Management over the phone to process your payment.
 
bulletWith either method, you will receive an email confirmation of your credit card payment.
 
bulletCheck or Money Order made payable to "Office of Procurement Management" and sent to:

Is there a timeframe to pay the annual registration fee?

bullet Must be received within 10 days from date of registration.
 
bullet Payment not received by required deadline, the registration may be deleted.

Will I receive a receipt of payment?

bulletIf paying by check, your cancelled check will be your receipt.  You will receive an email confirmation of your credit card payment through the Mercury Commerce system.

Will I be notified to renew registration?

bulletRegistered bidders will be prompted that a new subscription is required when they attempt to access a bid opportunity after their current subscription has expired.  No advance notice is provided by the system.

How do I renew?

bulletPay the $50 annual registration fee.

How do I pay the renewed annual registration fee?

bulletCredit Card, login to your Mercury Commerce account, select a bid opportunity and use the option to make a credit card payment, or call Procurement Management at 605-773-3405..
